As you are aware, appropriations provided under the Making Further Continuing Appropriations for Fiscal Year 2019 (P.L. 115-298) expired on Friday, December 21, 2018 and thus there is currently a lapse in federal appropriations for various federal programs. Most of HHS’s Operating Divisions were funded through Fiscal Year 2019 by the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2019 (P.L. 115-245).
ACF staff in the Administration for Native Americans are in an operational status to provide routine administrative support services. The HHS Payment Management System also remains in an operational status to continue processing grant drawdown requests. If you are considering submitting an application for additional HHS federal assistance funding, please be advised, that the Grants.gov system will be operational and will be accepting applications from prospective grantees. HHS will take action on those applications for fully funded and excepted programs (Definitions for “excepted” and “non-excepted” activities may be found in the OMB memo M-18-05.
